The Desktop Application gets stuck on Downloading New Files. The first time it crashed for me the download started all over from 0%, but the next 3 times it continued from where it crashed. Just go to the task manager, kill agent.exe again, delete \ProgramData\ again, and restart launcher.

Sometimes the launcher will crash while you are updating the files.

If it's not moving, then something else is causing the problem for you. The progress bar might stay at 10% for a while, so wait at least a few minutes. This might not be necesseary, but do it anyway. I actually deleted all networks from there. Under Dial-up and Virtual Private Network settings delete all old networks. You can click on the little blue (more) link at your battle net account to get your local client like enGB. If you can't delete it you have to open the Task Manager and kill the Agent.exe application.

Delete C:\ProgramData\ folder if it still exists.
